Board of Health Declines to Act on Nicotine-Free Generation, Defers to Town Meeting

Board of Health · Meeting of January 7, 2026

Ashland Board of Health defers nicotine-free generation decision to town vote. The Board, meeting jointly with the Select Board, heard from Dr. Zachary Rich on Nicotine-Free Generation policies now implemented in 21 Massachusetts communities.

Chair Ed Burman and Vice Chair John Byrnes indicated the Board determined this is fundamentally a personal choice issue requiring community input through Town Meeting rather than Board action alone. The Board requested Health Director Rajit Gupta discuss the matter with the Town Manager. The Board separately approved a CVS Pharmacy Retail Food Permit and an Animal Permit for John Byrnes, who abstained on his own permit.
